Why now.

The war in Ukraine, attacks on critical infrastructure and hybrid threats have triggered the broadest recalibration of civil security policy in the last three decades. The European Commission is asking member states to strengthen their preparedness architecture at every level of administration, including the local level.

01 · Preparedness Union Strategy (EC)

Adopted by the European Commission in March 2025. 30 key actions for anticipation, prevention and response. It explicitly mentions sub-national authorities, including city halls.

02 · The Niinistö report "Safer Together"

October 2024. It recommends a culture of "preparedness by design" and a stronger role for local authorities in the European preparedness architecture.

03 · Bucharest-Ilfov RDA · Priority 11

€55.8 million (of which €27.9 million ERDF) for defence infrastructure and the protection of critical infrastructure. The other regional programmes will follow.

04 · The SAFE programme · €16.68 billion

Provisional allocation for Romania. Local authorities can enter the mechanism through partnerships with the defence industry.

The core idea: city halls that, by the end of 2026, have a Local Resilience and Civil Protection Strategy adopted by local council decision will have a concrete advantage in European calls with resilience or dual-use criteria, and will significantly cut the time from the launch of a call to the submission of an eligible application.

What the city hall
actually receives.

A document of 80-160 pages, plus operational annexes: all editable, all adoptable by local council decision.

  1. 01
Local risk profile - a comprehensive inventory of risks (natural, technological, health, cyber, hybrid), with a probability × impact matrix and GIS visualisation.
  2. 02
Vital functions matrix - identifying the critical functions that must remain operational in any scenario, and their degradation thresholds.
  3. 03
Portfolio of 10-25 prioritised projects - each with a technical sheet, indicators, indicative budget, target funding source, timetable and dual-use marker.
  4. 04
Funding sources matrix - explicit mapping of 1-4 possible sources for each project (ERDF, UCPM, Interreg, PNRR, SAFE/EDIP indirectly).
  5. 05
Public communication plan + local DICRIM - a document informing citizens about major risks, based on the well-established French model.
  6. 06
Exercise and training plan - an annual calendar of table-top, functional and full-scale exercises; a civic education programme in schools.
  7. 07
Local governance architecture - the Local Resilience Committee, its duties, meeting frequency and coordination with the emergency structures (CJSU, ISU, SVSU).
  8. 08
Operational annexes - template local council decisions, protocols between SVSU and ISU, GIS maps, DICRIM sheets, an annual self-assessment checklist.
